Top-Down Rules & Key Principles
Top-Down Principle
  • The highest rated/online position assumes all responsibilities below it in the same airspace.
  • A CTR controller provides TWR and GND service when those positions are offline.
  • An APP controller provides TWR/GND only within its own TMA airport — not adjacent airports.
  • A TWR controller provides GND service at that aerodrome only.
  • Top-down does not grant higher-level covers — a GND controller cannot provide approach service.
Frequency Management
  • When providing top-down, use the higher-level position frequency (e.g., APP freq when covering TWR).
  • Announce on ATIS / VATSIM info which positions you are covering.
  • Do not combine APP + CTR on one frequency unless both are offline and you are the sole controller.
  • Monitor 121.500 (Guard) as a secondary frequency at all times.
Airspace Boundaries
  • Horizontal boundaries follow published AIP ENR 2.1 (FIR) and AD 1.5 (TMA) charts.
  • OLBA TMA extends to FL155 within 50 NM of OLBA (Class C/D).
  • OSDI TMA extends to FL145 within 40 NM of OSDI.
  • Levant FIR (OLLL) excludes the LLBG FIR — no jurisdiction over Israel ATC.
  • For oceanic/remote airspace (Gulf area), coordinate with ORBB_CTR for any ORMM traffic.
Adjacent FIR Coordination
  • Traffic entering/exiting OLLL transfers to LCCC (Nicosia), LLLL (Israel — no vACC), HECA (Cairo), ORBB (Baghdad), or LTAA (Ankara).
  • Apply transfer levels per current LoA — see the LoA Library for details.
  • If adjacent sector is uncontrolled (no CTR online), aircraft file/fly ICAO rules. Notify via ATIS.
  • Issue "OCEANIC CLEARANCE" via CPDLC or phone coordination (simulated as text) for NAT track entries if applicable.
Split Sector Operations
  • Levant FIR can be split when two CTR-rated controllers are online.
  • Typical split: OLLL_N_CTR (north — Syria/Lebanon) + OLLL_S_CTR (south — Jordan/Iraq border).
  • Boundary along the 33°N parallel; coordinates per Operations Standing Orders.
  • Each sector maintains its own frequency, squawk allocation, and coordination log.
  • Cross-sector conflict detection is the joint responsibility of both controllers.
Rating Authorisation
  • S1 (Student 1): GND only — OLBA_GND, OSDI_GND, OSDZ_GND, ORBI_GND, ORMM_GND, ORNI_GND, ORAA_GND, ORKK_GND or ORBR_GND.
  • S2 (Student 2): TWR — any listed TWR position in Levant vACC.
  • S3 (Senior Student): APP — OLBA_APP or OSDI_APP, with endorsement.
  • C1 (Controller): CTR — OLLL_CTR with full Levant rating.
  • C3 (Senior Controller): Split sectors, ORBI and ORBB endorsements permitted.
  • Visit controllers: Must hold correct rating AND obtain visit endorsement from ATC Director.
