How Levant vACC Operates

Our governance structure, GCAP commitments, visitor and transfer policy, and how we relate to VATME Division and VATSIM globally.

01 vACC Structure

Levant vACC is a sub-division of VATSIM Middle East (VATME) Division within VATSIM's Europe, Middle East & Africa (EMEA) region. We provide ATC coverage across three sovereign FIRs under Letters of Authorisation from VATME.

The vACC is led by a vACC Director supported by department heads in Training, Operations, Events, and Technology. All staff are VATSIM members serving voluntarily.

02 GCAP Compliance

Levant vACC fully implements the VATSIM Global Controller Administration Policy (GCAP). This governs how controllers are rated, trained, endorsed, and managed across our three FIRs.

Key GCAP commitments

Training procedures follow GCAP Chapter 4. Rating exams are administered through the VATME examiner pool. Solo validations comply with GCAP §4.3. All endorsements are recorded in the VATSIM network roster and local database.

  • Rating progressions follow VATSIM standard S1→S2→S3→C1→C3
  • No rating promotions outside the VATME examiner chain
  • Tier 2 endorsements administered locally per GCAP §5
  • Disciplinary procedures follow VATSIM Code of Conduct
  • Member data handled in compliance with VATSIM privacy policy

03 Home Membership

Controllers may hold Levant vACC as their home vACC if they meet the regional eligibility criteria set by VATME Division. Home membership grants full training pathway access and voting rights in vACC matters.

  • Must be a VATSIM member in good standing (no active bans)
  • Physically reside in or have strong ties to Lebanon, Syria, or Iraq — OR be approved by the Director for regional operations
  • Can hold only one home vACC at a time across VATSIM
  • Home controllers receive full training programme access and mentor assignment
  • Applications are reviewed within 7 business days

Changing home vACC

If you wish to transfer your home from another vACC to Levant, contact your current home vACC first, then apply here. GCAP requires your previous vACC to release you before we can accept a home transfer. Your existing VATSIM rating is fully preserved.

04 Visitor Policy

Levant vACC welcomes visitor controllers who hold a valid VATSIM rating and wish to provide ATC coverage within our FIRs. Visitors apply separately from home members.

Min. rating: S2 Max duration: 12 months (renewable) Review within 14 days
  • Minimum rating of S2 required to apply as a visitor
  • Must have controlled a minimum of 50 hours total on VATSIM
  • Local knowledge assessment required before assuming any Tier 2 position
  • Tier 2 endorsements (OLBA_APP, OLBB_CTR, OSTT_CTR, ORBB_CTR) require separate endorsement regardless of home rating
  • Visitor approval valid for 12 months — renewal requires re-application
  • Visitors are subject to the same currency requirements as home controllers (1 hour/quarter)
  • Visitor status may be revoked by the Director for inactivity or conduct issues

05 Transfer Policy

Controllers wishing to permanently transfer their home vACC to Levant must follow the GCAP transfer procedure. This is distinct from the visitor programme.

  • Transfer request submitted through VATME's transfer system
  • Previous home vACC must formally release the controller (no objections process)
  • Rating and endorsement history is reviewed by Levant Training Coordinator
  • Local endorsements must be obtained from scratch regardless of prior vACC experience
  • Controllers rated below S3 at time of transfer will be enrolled in the standard training programme
  • A 30-day probation period allows existing skills to be assessed before full position access

06 Currency & Inactivity

All controllers on the Levant vACC roster must maintain a minimum level of activity. Currency is checked automatically each month.

  • Minimum currency: 1 hour of controlling per calendar quarter
  • Controllers failing currency receive an automated warning via Discord and email
  • A 60-day revalidation period is granted before roster removal
  • Revalidation requires 2 supervised sessions with a mentor
  • Controllers inactive for 12+ months require full programme re-enrollment
  • Medical, personal, or service leave may be granted by the Director — apply via Discord

Leave of Absence (LOA)

Controllers expecting an extended absence (30+ days) should notify staff in advance. LOA status pauses currency counting for up to 6 months and preserves your roster position and endorsements.

07 Complaints Procedure

Levant vACC takes all complaints seriously and aims to resolve them fairly and promptly.

  • ATC conduct: Use the ATC Feedback form after a session
  • Training disputes: Contact the Training Coordinator directly via Discord or email
  • Staff conduct: Report to the vACC Director, or to VATME if involving the Director
  • Network violations: Use the VATSIM Supervisor report system during sessions, or post to the VATSIM forum
  • All complaints are acknowledged within 5 business days
  • Formal outcomes communicated within 21 days where possible

Appeals

Any controller who disagrees with a decision made by Levant vACC staff may appeal to VATME Division by contacting the Division Director. VATME's decisions are final under VATSIM governance rules.
